How much water do York County gutters carry?
NOAA's 1991 to 2020 climate normals put York at about 46.5 inches of precipitation a year, counting rain and melted snow, spread across roughly 127 days with at least a hundredth of an inch. Lancaster averages about 44.2 inches and Harrisburg about 41.0 over the same period, so York is on the wet side for the region. Steady rain plus heavy summer thunderstorms means gutters need both enough capacity and clear downspouts. A gutter that overflows when it's clean is usually too small or short on outlets.
How do freeze and thaw affect gutters?
South-central Pennsylvania winters cross the freezing mark again and again. Water trapped behind a clog or in a low spot freezes and expands, adding weight and prying at seams and hangers. Leaves left in gutters into December make it much worse. Clean before the first hard freeze, fix low spots and loose hangers, and make sure downspout outlets aren't buried in snow or frozen shut. For ice dams on the roof itself, talk to an insulation or roofing pro about attic air sealing and ventilation.
What size gutters fit a York home?
Most homes have 5-inch K-style gutters with 2-by-3-inch downspouts. Six-inch gutters with 3-by-4-inch downspouts carry much more water and resist clogs, and they suit large or steep roof sections, long runs and valleys. Older city homes sometimes call for half-round gutters to fit the architecture. Ask the installer to explain the sizing in terms of how much roof drains to each run.
Which guard for which trees?
| Debris | Guard that usually works | Watch for |
|---|---|---|
| Maple and oak leaves | Rigid perforated metal or micro-mesh | Leaves can mat on top in wet weather |
| Maple seeds, catkins | Micro-mesh | Spring pollen film; rinse occasionally |
| Pine and spruce needles | Fine stainless micro-mesh | Needles still collect in valleys |
| Few trees, mostly grit | May not need guards | Clean once a year instead |
Does a gutter installer need to register in Pennsylvania?
Pennsylvania doesn't issue a statewide gutter or general contractor license. Instead, the Home Improvement Consumer Protection Act (Act 132) requires contractors who perform at least $5,000 of home improvements a year to register with the Office of Attorney General. Registration costs $100 every two years. Applications moved to an online system, PA-HICRS, in April 2026. You can check any contractor's registration on the Attorney General's search page, and the registration number should appear on contracts and advertising.
For jobs over $500, the law requires a written contract signed by both sides that includes the total price, estimated start and completion dates, a description of the work and a notice of your right to cancel within three days. If that notice is missing, the contract may be voidable even after three days. For projects over $5,000 the law limits deposits, and the Attorney General describes one-third of the price, or one-third plus the cost of special-order materials, as appropriate.
Do gutters need a building permit in York County?
Pennsylvania's Uniform Construction Code says an ordinary repair does not require a permit, and it lists other exemptions such as fences up to 6 feet. It doesn't name gutters specifically, so the call belongs to the code official for your municipality. York County is made up of many boroughs and townships, and each one handles UCC enforcement in its own way, sometimes through a third-party inspection agency. A quick call to your municipal office settles it.
What about the City of York historic district?
York's Historical Architectural Review Board was created in 1970, and its district was enlarged in 1975 and 2002. HARB reviews plans for changes to buildings in the district, including roofs, cornices, porches and other exterior features, and sends a recommendation to City Council, which gives final approval. Work should not start before that approval. If you're changing the look of the roofline, such as swapping half-round for K-style gutters or covering a wood cornice, ask the city first.
What does gutter work typically cost?
We don't list prices because they vary too much from house to house, and we're not the company doing the work. What drives a quote is linear footage, number of stories, roof pitch, gutter size, guard type, repairs needed first and warranty length. Get at least two written quotes that name the gutter size, material, number of downspouts and guard product so you can compare them line by line.
Hiring checklist
- Look up the contractor's HICPA registration and make sure the number is on the contract.
- Get a written contract with price, dates, scope and the three-day cancellation notice.
- Ask for a certificate of liability insurance.
- Get product and workmanship warranty terms in writing.
- Keep the deposit reasonable, in line with the Attorney General's guidance.
- Before any trenching for buried drains, the installer should call PA 811.
